The stock market, with its volatility and general downward trend lately, has many people spooked. However, it is important to note that by choosing wise additions to your investment portfolio now, you can benefit immensely in the future. The secret is carefully researching your options and choosing value stocks.

What are value stocks?

Contrary to popular belief, value does not equal cheap. So not all value stocks are inexpensive. Some, indeed, can get rather expensive. Instead, value stocks are those that consistently offer returns, year after year. These are venerable stocks like Coca-Cola (which just reported some good earnings) and Exxon Mobil (record profits -- again), that have solid business practices and good underlying fundamentals. Value stocks are those that are most likely to survive economic slowdowns, recessions and even depressions. Why? Because many of them have already done this.

Returns on value stocks

It is important to note that returns on value stocks aren't as dramatic as the returns on growth stocks. Growth stocks may explode higher one day and then a couple days later completely implode. They are generally considered less stable. As a result, growth stocks are more affected by stock market trends. Value stocks are generally shielded from the huge swings in value. They tend to gain at a steady pace, offering modest returns of between 5 percent and 10 percent a year. They are great additions to an investment portfolio that is looking to add a little stability.

Investing in value stocks during a down market

The reason that it can be a good investment strategy to invest in value stocks during a down market is because it is possible to buy more shares at that time. When the stock market is down, nearly every company drops. A value stock that was going for $80 a share may drop to $65 or so. This is a great time to buy. You can buy up more shares for your money (especially if you are using dollar cost averaging). When the stock market recovers (as it usually does in the long run), your value stock will probably return to its $80 level eventually, and maybe even solidly plod to $85 or $90 over the course of the next several years. And you got a good portion of your shares on sale for $65! You can see how good that would be for your investment portfolio.

Of course, caution is needed. You need to make sure you are choosing solid companies that are likely to recover from the down market. Choosing the wrong company, just because it is "cheap" can mean disaster later on.

When it became apparent last month that my mom would soon be needing a wheelchair, building a wheelchair ramp for her home was moved to the top of the priority list. Wheelchair ramps come in all shapes and sizes, and many of the ramps one might see in private residences are often built without any regard to the ADA (American Disability Act) guidelines. While it's not necessary to follow these guidelines when building a wheelchair ramp in a private residence, these guidelines can help guide a homeowner as to what is safe and what is not.

If one of your parents will soon be needing a wheelchair ramp, this easy reference guide will help you design a ramp that meets the ADA safety standards as listed in the ADA Accessibility Guidelines for Buildings and Facilities (www.access-board.gov/adaag).

Slope: According to the standards, the least possible slope should be used for the placement of the wheelchair ramp. While most doors open up onto level sidewalks, in the case of split levels or hillside homes, a little thought needs to be given as to what direction will provide the least slope.

Rise: The rise is the angle of ascent, and the ADA standards are for a slope of 1:12. This means that for every foot of ascent (or descent), the ramp has to be 12 feet long. For a front door that rises 3 feet above grade, the ramp must be 12 x 3, or 36 feet.

While this seems excessive, a shorter rise means that the wheelchair can't be easily pushed up the ramp. It also means that the wheelchair will be more difficult to control on the way down.

Width: The ADA standards for width is 36 inches.

Landings: Wheelchair ramps need a level landing both at the top of the ramp and at the bottom of the ramp. The landing must be at least 60" long, however, if the wheelchair needs to change direction on the landing, the landing must be 60" x 60" which will allow for adequate turning space.

Handrails: Many of the wheelchair ramps I see in my neighborhood don't have handrails. Since I worried about my mom falling off her ramp, we decided that handrails were absolutely essential. According the ADA standards, any ramp that rises for more than 6" above the ground or projects horizontally more than 6 feet should have handrails. Handrails on wheelchair ramps must be on both sides of the ramp, rise between 34-36" above the ramp, and should be continuous. If the ramp is designed with banisters, it's wise to follow the Universal Building Code and space the banisters 4" apart .

Side slope: Side slopes refer to slightly angling the ramp sideways so that water can run off. Side slopes should not be any greater than 1:50.

Edge protection: To prevent the wheels of the wheelchair from rolling off the ramp, edge protection is also important. Edge protection can be either banisters, curbs, or walls.

Will work safely in adverse weather conditions: Instead of building a wheelchair ramp out of the cheapest material possible, think ahead as to how the ramp will hold up in the weather. Wheelchair ramps should be constructed with durable material such as redwood or cedar, and designed so that water isn't able to accumulate on the surface. Water that pools can ruin the wood and create a slippery surface (especially in the winter) that can be a hazard to a person in a wheelchair.

  • Work with a stockbroker. Inexpensive online budget brokerage houses don't charge an arm and a leg but professional brokers who can be called at any time may be preferable.
  • Start small. As confidence is gained and as wealth increases, more can be invested in the stock market.
  • Diversify stock market investments to reduce risk and increase yield.

Investing in the stock market can be kind of scary at first, particularly for women without extensive financial backgrounds. Through starting small, getting advice from trusted individuals, and creating sound investment plans, investing in the stock market is nothing to be afraid of!

And, as you might guess, a mid cap fund is in the middle: market capitalization of between $1 billion and $8 billion. Mid cap funds offer a range of opportunities to invest in companies that are growing, but that offer a reasonable amount of risk.

Why mid cap funds can be a happy medium

Mid cap funds make a happy medium in the realm of investing ideas because they grow at a faster rate than large cap funds, but carry lower risk than small cap funds. While all investing carries risk, some carries more than other. Large cap funds are relatively safe, as fund investing goes, but as a result, the returns are lower. Whenever you risk more, you have the potential for greater return (and losses, don't forget!). So small cap funds offer the best chance of return, but the risk can be quite high.

Mid cap funds present the middle of the road view. Most mid cap funds average around 11 percent returns, and they feature a risk level that most people can tolerate. Mid cap funds can be a great way for you to diversify your investment portfolio. They allow you to avoid the hits taken when one particular sector of the stock market falls. Additionally, they are great additions to your retirement account, as they can help you save at a fairly high rate, while at the same time balancing your risk.

If you are looking for a way to diversify your investment portfolio and increase your chances of growth while maintaining a reasonable amount of risk, you might consider mid cap funds in your investing strategy.

If you are investing for immediate profits, you will be buying and holding your stock for short periods of time. Mostly less than one year and in the case of "Day Traders" only a matter of hours or even minutes. You need to do a lot of research, know the industries, know the companies and time your purchases and liquidations precisely. This type of trading depends on the volatility of the stock. Although the profits can be huge, the risk is high and not a type of stock trading for beginners.

Investing in the stock market doesn't have to be complicated. Find a strategy for stock investing and stick to it. Your strategy should fit your lifestyle. Do you want to spend everyday watching the market on your computer or do you want to "set it and forget it?" How much risk are you willing to tolerate? Will you break out in hives if the price of your stock dips by 5%? What about 25%? By determining your investment goals and your tolerance for risk even a beginner can succeed at stock trading.

Handicap Ramps For Just About Every Room In The House

Westbrook, Connecticut - First Selectman Noah Bishop reassured a room filled with senior citizens who were concerned about the future of the Westbrook Senior Center that steps will be taken with the center "to move forward in a positive way."

Concerns about closure of the center occurred after the Department of Economic and Community Development audited the center and determined there were several issues regarding the operation of the center.

The department had requested the issues be resolved or it would demand back a $650,000 grant it gave to the town.

State Representative Brian O'Connor, D-35, said the audit was the result of a request made by himself, State Senator Eileen Daily, D-33, and State Representative Marilyn Giuliano, R-23 after concerns were raised regarding the center's operation.

Town Attorney Michael Wells assured residents that the state does not have the authority to shut down the center and that the town is in compliance with the grant restrictions.

While Wells admitted the state could file a lawsuit against the town to get the grant money back, he does not believe such a lawsuit would be successful.

"Such a lawsuit would be successful if the department could show that the town was violating the terms of the grant," Wells said.

Bishop said a town meeting will be scheduled in the next six weeks to further discuss and make a decision on the type of committee which will oversee the center.

Wells laid out several proposals for changing the policies of the Westbrook Senior Center.

Wells believes the Senior Center Building Committee should complete outstanding construction issues, submit a final report, and discharge.

One of the outstanding issues, Wells said, is an architectural bill to architect C. J. Lawler Associates regarding the center's door from the basement hallway.

This past January, issues were raised regarding the door which is directly across from three steps that descent into the center requiring those using wheelchairs and motor scooters, as well as those who have difficulty navigating steps, to make a sharp right turn toward the handicap ramp.

Wells believes the senior center advisory committee should also be dissolved at a town meeting and a new supervisory committee be created.

Doing this would allow committee members to directly manage the center.

Currently, the charge of the advisory committee is to "make recommendations to the Board of Selectmen regarding ongoing management of programs," placing the board in a semi-managerial role.

Wells believes the senior center's hours of operation should continue to mimic that of the town hall allowing it to be open 34 hours weekly.

While several seniors spoke in favor of creating a full-time paid senior director position, Wells said the grant does not require one.

The center is being run by Sharon Lassard who is part-time senior center director and Municipal Agent for the Elderly and works 20 hours a week.
Lassard said several volunteers also help staff the center.

O'Connor said he believes the town should work to have a full-time director who could take responsibility for day-to-day operations and for liability reasons.

Wells indicated that staffing is only necessary when the center is sponsoring an activity but advocated a 911 call system to assist sick or injured seniors during times when the center is used as a "drop-in" facility.

Discussion regarding the senior center's future is expected to continue at the next Board of Selectmen meeting on Sept. 6 at 7 p.m. in the Mulvey Municipal Center.
